Memorial Wall Report: From Derrill: I have been pushing Richard (NCC)
on the name correction issue. Poly Cor (the original granite firm)
has given a cost that is simply unacceptable. I believe they just
don’t want to do it and have purposely priced themselves out. I have
asked Richard to get other suppliers from their “Approved” list, and
I am attempting to get others. Once NCC can get the people that
worked on our project together, we will meet and start pushing for a
resolution.

Teachers' Zone Bilingual Site
As I said in my
web report
submitted at our June meeting, I had to give up my day-to-day
responsibilities for the new TZ bilingual site. Gail Angel has been
working to find someone at IBM to take over, but as yet no one has been
named. In the meantime, the current TZ site continues to operate and I'm
keeping it up to date.
Other News
Our other sites have enjoyed 100% uptime during the past quarter.
They do need updating in the areas of page presentation and information
structure, and I have this on my "do" list.
My pet project right now is the publishing of the online 'C' Force
database as I outlined in my March
Web Report. It has been slow
going with a steep learning curve. I hope to have something to
demonstrate later this year.
Domain Registration Update
We have switched Domain Registrars as the old one (Internic) wanted
about $50 per year. The new one (Netfirms) is charging us about $60 for
five years.

Motion from Mike Babin:
Be it resolved, that BOD support the French translation of four
of the Hong Kong Veterans' stories for the 2012/2013 HKVCA Cross
Canada Writing Contest and the Teachers’ Zone in the amount of
approximately $4,000. This motion was carried using Skype.

- Formation of Prairie Region -
Motion: Given that Ab/Sask Region has been without an Executive for
some time and could not form an executive from their membership, and
given that MB region has agreed that the current Ab/Sask region
should join MB region as of 1 Sept 2012 to form Prairie Region, it
is moved that this change be approved by the BOD. Motion carried.

Moved by Emmie Flanagan, seconded by Jim Trick that the HKVCA will
enter into a partnership with the Village of Belledune, NB to
construct a memorial commemorating the Battle of Hong Kong. The
terms of the partnership will be documented in a memo of
understanding between Belledune and the President of the HKVCA. The
Atlantic Region of the HKVCA will be responsible for the fundraising
program required to build the memorial, and the fundraising will be
carried out in conjunction with the Village of Belledune. Funds
raised will be held in an HKVCA account until required for the
construction of the Memorial, and all collection and use of the
funds will be consistent with CRA guidelines for charities. In order
to issue tax receipts, the donation MUST be made to the HKVCA and
the money held by the Atlantic Region of the HKVCA. Motion carried.

working to create an online database which will contain all 'C'
Force information in an accessible format.

costs are covered by the National Capital Commission.

usage of Hong Kong materials in the High School Curriculum.

Some of you may have noticed that there are now links to Facebook
and Twitter on on the footer of many of our pages . In addition to
providing links to these social networks, we now have a presence on
Facebook at: http://www.facebook.com/profile.php?id=100003326388015&sk=wall.
"Friend requests" from HKVCA members and other interested parties
will be graciously accepted!
On Facebook I'm advertising to see if someone will donate
programming skills and time in support of two initiatives I'm
pursuing: online membership, and a database that will build on the
work of Vince Lopata. Please spread the word within your regions as
this would be a good opportunity for one or more of our younger
members to help out.

Education Update from the National Education Coordinator
On January 31st, Derrill Henderson will meet with New Brunswick’s
Minister of Education along with two other Ministers in an effort to
have this subject officially endorsed and incorporated into the high
school curriculum from next year. We have scheduled several meetings
to review the HKVCA website and range of content available for use
in schools to date, and evaluate which has been the most successful.
The presentation will be 30-45 minutes including Q&A. We have
scheduled meetings between now and then to review our approach and
determine what content would be best to present.
One of the requirements will be the translation of resources into
French, where not done already. We will also learn more of the key
requirements as set by the New Brunswick Board of Education which
will help us prioritize our translation efforts in the near term.
As Mike Babin has pointed out, one of our significant challenges
will be to not only have the materials endorsed for use in schools
but to actually get them used. Unless made mandatory, there is no
guarantee that teachers and education departments will cover this
topic, or give it the time and attention that it deserves. If
coverage of this topic cannot be made a mandatory segment of the
curriculum, what we must then do is find an approach that will not
have teachers balk at the idea of covering this part of our history
due to time limitations or other reasons.
Whatever content makes up that package will need to be translated in
the very near term, which raises the subject of funding requirements
- a topic for debate that will be raised shortly for discussion
leading up to the February BOD meeting.
In other news, work continues on the editing of the Teacher Zone in
preparation for translation work to begin. We are working towards a
target of having edits completed by end of February.

- Web Report - paying of membership fees online is being
investigated but several issues have surfaced that will impact our
ability to provide this service. Ongoing.
- Memorial Wall: lights have been installed. Won't be able to
address the issue of incorrect names until the spring.
- Education: Dave Stewart was introduced as our new National
Education Chair, replacing Pat Turcotte who received many
compliments on her dedication.

that the BOD raise the annual HKVCA membership fees from $15.00 to
$20.00, to be split evenly between the National and Regional levels
and to become effective for the 2012 year for those not already paid,

Quebec Region
- Draft Education budget submitted by our Interim Education
Coordinator. Discussed in detail. No decision taken at meeting. Will
be discussed within the Board at the online BOD Forum.
- Agenda for the General Meeting which will take place at the
Convention accepted.
Meeting of May 2011
- Discussions on lighting options for the Hong Kong Wall are
ongoing with the National Capital Commission. We are awaiting
results and a date for the next meeting.
- Work is ongoing under the energetic guidance of Interim
Education Coordinator, Pat Turcotte to set up our education
component. We are still looking for a National Education
Coordinator, but progress on naming Regional Reps is good. A
preliminary budget will be presented at the next BOD meeting.
Meeting of April 2011
The following motion was introduced and was carried.
That the Board of Directors re-emphasize
the efforts of HKVCA directed toward education by carrying out
the following actions:
- Make a concerted effort to appoint
an Education Coordinator, provide general terms of reference
and make him/her an ex officio member of the Board of
Directors.
- Use the upcoming summer (June)
edition of our national newsletter to focus on education,
highlighting what we've done, and where we want to go.
- Each Region appoint an Education
Representative to work in concert with the Education
Coordinator.
- Task the Education Coordinator to
submit a suggested job description.
- Based on the recommendation of the
Education Coordinator, a yearly budget be drawn up,
sufficient for tasks such as translation, presentation aids,
etc.
- The Education Coordinator attend
BOD online meetings and submit a report in support of a
permanent agenda item.
- One newsletter each year focus
specifically on education matters and our progress.
